For more than 25 years, Billy Wagner has worked inside Oklahoma’s systems — from state technology modernization to transparency initiatives and community-driven platforms. That experience revealed something unmistakable: Oklahoma isn’t struggling because of its people. It’s struggling because many of its core systems were built for another era and no longer provide the visibility, efficiency, or accountability modern government requires.

Billy has spent his career fixing the systems that were supposed to help people — including modernizing Wave and building POC Civico.Cloud, a statewide platform designed to bring clarity, accountability, and communication to every Oklahoma community.

This campaign is not about left or right. It’s about restoring integrity, modernizing the foundation of our state, and finally delivering a government that works for the people who live here.

This vision is simple: fix the foundation. Replace outdated, fragmented systems with a unified, modern approach that supports teachers, students, public safety, and Oklahoma families — and finally makes government work the way it should.

PILLAR 1 — PROTECTING CHILDREN & COMMUNITIES

Child Protection & Justice – (DAY 1)
The Oklahoma 3-Strike Predator Law

Oklahoma’s first responsibility is to protect its children. This law creates a clear, non-negotiable standard for repeat predators and removes the loopholes that allow them to cycle back into communities.

  • Strike 1: Mandatory 10 years served at 100%, no reductions or parole.
  • Strike 2: Mandatory additional 10 years, served consecutively.
  • Strike 3: Mandatory additional 10 years plus state-ordered chemical castration.
  • Strike 4: Life imprisonment without parole for any further qualifying offense.
  • No Plea Deals: No suspended sentences, no reductions, no early release.
  • Capital Charges: Required when child abuse or sexual exploitation results in a child’s death.
  • Lifetime Monitoring: Mandatory electronic monitoring & registry enforcement.

COLA Stability
Predictable Pay, Stronger Workforce

Modernization only works if Oklahoma can retain the people who run its schools, hospitals, and agencies. A predictable COLA structure keeps talent in-state, reduces turnover, and strengthens every public service without requiring new taxes.

  • Annual COLA increases applied every year until an employee reaches the maximum of their pay band.
  • After reaching max pay band: a 3% longevity COLA every 4 years for the remainder of their service until retirement.
  • Applies to teachers, OMES, SDE, public safety, healthcare, and other state-funded roles.
  • Funded through modernization savings and system consolidation — not new taxes.
  • Reduces vacancies, turnover, burnout, and the cost of constantly retraining new staff.
  • What this does internally is that everyone has the same focus to cut cots and build programs that benefit all Oklahoma people. The way it should be.

Oklahoma should not rely on higher taxes, fees, or tolls to fund government. The state must produce revenue by doing business with those who build, grow, and create value here at home.

  • Oklahoma First Procurement: If you produce goods, services, or energy in Oklahoma, the State will prioritize doing business with you.
  • Voluntary sovereign partnerships: Opt-in, government-to-government agreements that respect tribal sovereignty and mutual benefit.
  • Revenue used to reduce burdens: New revenue is directed first toward lowering property taxes, paying down long-term debt, and eliminating tolls and recurring state fees where sustainable.
  • No assumed participation: No agreement, obligation, or revenue exists without mutual consent.
  • Modernization over extraction: Build systems that generate revenue instead of raising costs on families.

When Oklahoma produces revenue responsibly, Oklahomans should pay less to live, work, and travel here.

Oklahoma families are paying more for healthcare than for their mortgage — often before they ever receive care. Oklahoma First Healthcare modernizes coverage to deliver predictable costs, full family coverage, and stable access without disrupting Medicare, the VA, or private providers.

  • Low deductibles: capped at $500–$1,000
  • Predictable copays: $20–$50, no surprise billing

Oklahoma has spent decades arguing over excess poultry litter instead of fixing the system underneath it. That is primarily an infrastructure challenge — not a failure of farmers or rural communities.

This initiative applies the same modernization-first approach used throughout this platform: solve problems at the source, replace litigation with engineered solutions, and keep ownership, jobs, and value inside Oklahoma.
